Is this, MSF, really group SF struggling to evolve?

I just found about about "Most Significant Change" and I think the basic pattern matches SF. I'm hoping that others might explore and beyond. My interpretation is that stories of the most significant changes are collected from the population/clients/beneficiaries, a subset is selected, and the more vital MSF are used for program improvements. It looks to me like MSF could grow with inputs from SF people.
